About The Job Council
The Job Council provides workforce resources to businesses, youth and adults throughout Jackson and Josephine counties. Our programs are grouped within four primary service areas
The Job Council is an important and active participant in the economic development efforts of the Rogue Valley.
History
The Job Council was formed in 1975 as a prime sponsor under the Comprehensive Employment and Training Act (CETA) representing Jackson and Josephine counties. It was organized as a cooperative public association created as a result of an Intergovernmental Agreement authorized by Oregon Revised Statutes, Chapter 190. As such, it is a joint public venture consisting of Jackson and Josephine counties.
On October 1, 1983, The Job Training Partnership Act (JTPA) replaced CETA to provide U.S. Department of Labor funding for national employment and training programs. JTPA offered services for adults, dislocated workers, and youth.
In 1989, The Job Council became a local partner with Rogue Community College and the Oregon Employment Department in operating the Job Opportunity and Basic Skills (JOBS) program for Oregon's Adult and Family Services. This program is Oregon's Welfare to Work Program.
Also in 1989, Child Care Resource Network became on of the first Resource and Referral Programs funded by the state of Oregon to support child care providers and parents in pursuit of quality, stable child care for the workforce.
In 2000, JTPA was replaced by the federal Workforce Investment Act (WIA) offering job training and employment services and providing open access to everyone through the One-Stop Career Center.
